Unfortunately, I've misplaced my original install CD. From the WD website I downloaded and installed the latest WDSmartware version, then (as per instructions) rebooted. But the software does not give me access to either the Backup or Retrieve tabs. Have tried reinstalling the software 3 times now with same result each time. Help please...thanks.

then your options are :
re-download and install - after UNINSTALLING the old one first (it can by a bad download)
use another software, as   suggested
contact WD with your problem  http://support.wdc.com/product/download.asp?groupid=208&lang=en
