sbs2003 outlook calendar does not sinc with phone

Users report that mobile phone calendars have stopped synchronizing with their Exchange calendar.  
What are some initial troubleshooting steps that you reccommend?

Started last week for one user, and a few days ago for other users.  No significant changes made on the server.  OWA shows all calendar entries.  
I trouble shot it last Friday and the first thing i did was to remove and re add the account on the phone.  After re adding the account, calendar entries do not show up on the phone.  However, if i make an entry on the phone, it will show up in Outlook on the computer.

The problem is with at least 4 phones, so it is not related to a specific user.
The account that was readded to the phone can add calendar entries back to the server, but other phones cannot.

I also now get an alert from the server:
The inetinfo.exe process is allocating more memory than usual. The following services are hosted by this process: IISAdmin, POP3SVC, RESVC, and SMTPSVC.

I am restarting the server today to see if that will resolve any of the problems.
