sbs2003 outlook calendar does not sinc with phone

Users report that mobile phone calendars have stopped synchronizing with their Exchange calendar.  
What are some initial troubleshooting steps that you reccommend?

Is it all users or just a handful?

When did it start?

What changes (if any) were made to the server prior to the problems starting?

Does OWA show the relevant Calendar entries that are not making it to the iPhones?  If yes - then delete the Exchange account from the handheld and add it back in again.  If no - then delete the Outlook .OST file (with Outlook closed) and then re-open Outlook.

Started last week for one user, and a few days ago for other users.  No significant changes made on the server.  OWA shows all calendar entries.  
I trouble shot it last Friday and the first thing i did was to remove and re add the account on the phone.  After re adding the account, calendar entries do not show up on the phone.  However, if i make an entry on the phone, it will show up in Outlook on the computer.

Okay - if the iPhone is pushing to the server but the server isn't pushing to the iPhone, but the entries are available in OWA, please try adding the account to a different iPhone and see if the calendar entries sync to the new device.  If they do - then factory reset (after backing up) the original device with the problem and then add the account back again and test.

If they don't, then it may be either time to repair the mailstore, or export the Calendar entries in Outlook, delete them ALL from Outlook, then test syncing in both directions.

If that works - start adding the entries one by one (or a handful at a time) and see when one breaks the sync and then narrow down the appointment or appointments that are causing the problems.

The problem is with at least 4 phones, so it is not related to a specific user.
The account that was readded to the phone can add calendar entries back to the server, but other phones cannot.

I also now get an alert from the server:
The inetinfo.exe process is allocating more memory than usual. The following services are hosted by this process: IISAdmin, POP3SVC, RESVC, and SMTPSVC.

I am restarting the server today to see if that will resolve any of the problems.
