Compatible pack for Office 2003

On Server 2008 R2
I updated Offfice 2003 with compatibility pack
when I try to open up a newer file .docx I get an error:
"there was an error opening the file"
In Event Viewer I see event 1000:

    I ended up upgrading, no updates to 2003 worked.
