ii7 win 2008 increase upload size

I read i need to add code to the config file of the website i created in order to allow bigger size uploads, i did this but still no luck.
this is the code i added:
I need to allow up to 10 MB files to be uploaded.

This is my web.config file:

1) create (or edit) the web.config file in your site's home directory

2) Add the code you have above.

Tried both didnt work. whenever i make those changes i get 'page cannot be displayed' error, i have to go back to my initial config file. this is what i have, can you make the changes so I can copy paste and try that ?
30 MB file is more than enough.

when trying to upload a file as small as 230 kb i get:

An error occurred on the server when processing the URL. Please contact the system administrator.
If you are the system administrator please click here to find out more about this error

if file is 100 kb it works fine. Seems like anything over 200 kb gives this error.
