Block Attachments for all external addresses

I have a select group of mailboxes that I would like to block attachments on.  I want to allow them to send attachments to all internal addresses, but block all attachments sent to external addresses.  Is it possible to do this through Exchange 2007?

Transport rules will do this for you. Just add the users to a group and the configure the rule to drop or bounce messages with attachments to external addresses.

I created a transport rule that reads as follows.

Apply rule to messages
from a member of <GroupOfUsers>
  and sent to users Outside the organization
  and when the size of any attachment is greater than or equal to 0KB
silently drop the message

However, it is not working.  When enabled this is blocking outbound email even when there is no attachment.

I solved this by modifying the above rule to say

and when the size of any attachment is greater than or equal to 1KB.
