Block all emails to .com and .net domains

I have a specific set of users that I need to block all emails sent to .com or .net.  Is this possible in Exchange 2007?  They are all part of the same mailbox store.

I'm having trouble figuring out how to apply it to any .com or .net domain.  I found tutorials on how to apply to specific domains, but not *.com or *.net.
Blocking just .net or .com will not really stop a lot of external email. If you don't want them to email anyone outside, then just do an external block rule. There are many other domains than .com and .net.
