Telnet through windows 7

Hi there
I am trying to telnet using Reflections for unix and digital on a windows 7 pc. The firewall is not enabled and I have ticked "telnet client" and "telnet server" within the turn windows features on or off but I am still getting "request timed out" when I try to connect. Does anyone have any solutions for this?
Thanks

Can you check if telnet server service is running?

Check in Services - TELNET will most likely be Stopped and set at Disable
Start this (and change to Manual or Automatic as required) you could then try telnet-ing your local PC.  from the Windows 7 box try

telnet localhost

This should let you see that the service is started and working

Telnet was disabled but changed this to automatic, still not working,  did a trace route and it shows I am not able to get out

After changing to Automatic, did you physically start the service?

When I tested it on my W7 machine, I got a banner showing Microsoft Telent then the session closed again...
