How can I configure OWA for my clients to use an Outlook custom form

I created a custom form in Outlook and I am able to distribute via Public Folder on Exchange server 2007. From the Outlook 2007 client the users are able to access the form new > choose form. However clients that use OWA are unable to access the form because OWA does not give you this option.
I read that this might be possible if I publish the form to Excahnge System Oraganizational folder.
I created the folder , but I don't see the folder when I try to publish the custom form from Outlook.

Update to this question is I am realy concern that I am not seeing the Organization folder in outlook. Thus, I am unable to publish custom form to this folder from Outlook 2007/Exchange 2007. Need feedbacks as early as possible. I used the MFCmapi editor with now result.

Is the issue with accessing Forms in Outlook or OWA ?
As your first post seems to say issue with OWA and your additional post seems to say about Outlook ?

It is about accessing custom form in OWA. OWA does not give me the the option to New > Custom Form > Pick list, like in the Outlook 2007 client.

         You are right. After creating the Organizational Form Library and posted the custom form, I was still able to access the form.

Yes, I came to that conclusion also. Thus, the form is not accessible from Outlook web. That is sad.
 I did  so much work, creating the form and creating the PF databse which did not exists.
Yeah i know its bad thats why i guess they got in Sharepoint to take care of this.
