open source software to monitor the cpu usage and what is using it

I am using a program called irobotsoft and it works fine but occasioanlly it throws up a
server busy with a switch to retry and cancel
i have a feeling it may be some thing thats binding a connection to the net when it needs to access the connection.
so i am looking for something that logs what cpu usage is being used and what it is so that i can see if any clashed in the system are happening
i am running xp on this system

error
