Is there any way to create a new folder, color code it , place email in the folder and alert user  when a specific email comes in

you can do a lot of that stuff in the Rules Wizard....

I don't think it's possible. To assign colors to other categories: http://office.microsoft.com/en-us/outlook-help/create-and-assign-color-categories-HA010217901.aspx
