Yes - you have two options

i) Use a PHP library to create the PDF file
ii) Launch some server based software to create the PDF file

2)What programming language should be used for this software ?

If you mean to create the PDF from scratch - then you can do it with PHP - pretty much most languages have a PDF library you can use. It depends on how elaborate you want the PDF file to be.

3) could i have problems with hosting company even if i use a dedicated server ?

If you implement with PHP most likely not - if you want to launch external software then you might have issues and would need to look at dedicated hosting.

Sorry for the really ignorant question but,

Let's consider we have a dedicated hosting.
Let's say that it's not a pdf but we want to create an database file , or any other kind of file.
And also we dediced to make our own software to accomplish this.

What programming language should we use to create our software so it can run on linux environment ?

Python, Perl, or Java would be good choices based on their cross-platform attributes and their popularity. I would imagine all have PDF libraries, but I would suspect it wouldn't be very difficult creating the software in either.
