Check the services to see if you have the following services installed and running:
SQL Server
SQL Server Agent
SQL Serer Browser

This will confirm if SQL is installed on the server.
To attach your database you'll need to use SQL Management studio.
In order to do that, you'd need sysadmin or similar level permissions on the SQL server, as you essentially need to add a new database.

You don't mention anything about the .ldf file so check out the following instructions:
http://technet.microsoft.com/en-us/library/ms190209.aspx

Check the installed Features to confirm if IIS is installed.
If not you will need to add the feature.

first, what version you want to install? you may check the services running by clicking Start > Run, then type services.msc. You must see SQL services or something that contains SQL in its name. You may also check services running in task manager.

dvt_localboy is correct. .ldf file is required.

thanks
