Global Address Book not updating

We recently migrated to Exchange 2010 from 2007. Previously an owner of a distribution list was able to update members of a list in Outlook. The same owner is no longer able to do so. Also when I update the distribution list on the Exchange server, I don't see the changes in Outlook.

Please advise where to look to get this fixed. Thanks.

Are the users updating DL in EMC , ECP or Outlook ?
What rights does the user now have on the DL if you check ManagedBy tab in EMC on the DL ?

The user trying to update the list in Outlook is the person named "Managed By" and a check mark is in the "Manager can update membership list"

What if you create a new DL does that works fine .... did you Upgrade the DL from E2k7 to E2k10 from EMC ?

What do you mean by upgrading the DL?

Get-DistributionGroup "DL Name" | Set-DistributionGroup –ForceUpgrade

You moved mailboxes from E2k7 to E2k10 ... but the DL still maybe having some refernce to E2k7 so you need to get them to E2k10 as well.

Oh, that's embarrassing. I didn't know you had to upgrade the DLs too. I just did. Do I need to wait to verify anything?

There still is a difference between the members when viewing the distribution list on the Exchange server and in Outlook. How do I make sure changes are in sync?

Look OWA or Outlook online are direct connection or information puller from the server whereas outlook cache takes time.

If you want to check if you can make changes in Outlook try with an Online profile once.

It looks fine in OWA. I deleted the local Offline Address Book and re-opened Outlook and the correct info is there.

However the user listed in Managed By is still unable to update the distribution group.

Can he update from ECP ?
In OWA if you go to Options and DL and try to modify ?

Is the user logging into the machine with his own account and create a Outlook profile and trying ?
Hope there isnt any cached credentials

Start -> Run -> control keymgr.dll

Yeah I've even had him delete all Outlook references in Credential Manager.

When using Exchange 2007 he could update the DL with no issue. What could have changed to prevent this now with Exchange 2010?

Ideally no changes i can think of ... do a Get-DistributionGroup "DL Name" | FL

If you create a new DL in E2k10 EMC does that works fine with Outlook ? If so maybe we need to check if the DL's are upgraded ?
