RRAS on SBS 2011 and DHCP

RRAS has stoped reserving the 10 IP Address from dhcp. I have un installed both and then re installed them - this did not resolve the issue

Firstly make sure you configure with the SBS VPN wizard in the SBS console, not in RRAS.

As for the 10 reservations, they are only created when the first VPN client connects.  The first in the block is assigned to the server.  When the 10th user connects another block of 10 is assigned.  The leases have expiry dates.  If no connection is made by that date they are removed from the DHCP address list, but will be recreated when the next user connects.

You don't ned to uninstall, but you should right click on the sever in the RRAS console and choose diasble. Then run the SBS VPN creation wizard under network / connectivity.  This assumes you are using SBS standard.  If using SBS 2011 Essentials, disable and then use the following instructions as there is no wizard.
