Microsoft Office Picture Manager cannot edit photos

Windows 7 user running MS Office 2007 on a SBS 2003 domain. Up until recently (last 2 weeks) able to use MS Picture Manager to resize photos. Edit Picture, Resize, select an option from the drop-down (any option), it changes the New Size information in the Size setting summary, but as soon as you click on OK, it reverts back to original settings. Local or network photo, does not matter. Same photo on another PC, works fine. Ran the Office Repair without success. Domain user is Power User and setup as a local admin on PC. Ideas?

Install SP2.

An update; it is Office 2010, not 2007. SP1 was already installed.

An update. Logged in this PC (will call it PC1) as a different domain user (User2) and MS Picture Manager worked correctly. Logged into a different PC (PC2) with the user name that did not work on PC1 (User1) and it worked. So the problem seems to be limited to PC1 when logged in as User1. Any other PC works with User1 logon and all other PC's work when logged in as User1.
