Cisco 4510R+E PoE port question

Hello all:

I am currentlry running a test on a Cisco 4510R+E switch.  I have it configured to where packet traffic will be pushed through each interface:

vlan10 gi1/1, gi1/2
vlan20 gi1/3,gi1/4

and so on.  When I connect my test server to gi1/1 the port is up and active, the same with port gi1/48 where my other test server is connected to.  The problem that I am having is the remaining ports gi1/2 thru gi1/47 are cable to each other (port to port) and all of these ports are down and not connected.  If I plug my test server into any of these ports the port comes up just fine.

I am able to run this test on several other cisco switches without issue.  What am I missing on this one?

Thanks.

Spanning-tree is disabled.  I usuaually disable spanning-tree with this kind of testing.
CDP is enabled.
Are u using crosscables between the ports?
No, I am currently using CAT 6 cables for all ports.
Can you try a crosscable between the ports?
I tried using a cross over cable.  It did not work.
