What's the edge device that supports the VPN access?

For a server, used as a router, I believe you can use Configuration Management Administrative Kit (CMAK, a download) to time out connections. If not, I highly recommend it, anyway.

I don't remember a 2003 server group policy for this.

I'm pretty sure you can do it in RRAS.  You need to create a custom Remote Access Policy and set the constraints in there by clicking the Edit Profile button once you've gone through the initial policy wizard.
