Sharepoint 2007 Outgoing Email stopped working. Server 2003 Sharepoint Services 3

I have workflows and and alerts that we have used for a few years, all of a sudden outgoing email stopped working.

I can telnet to our mail server from the sharepoint server, so it is an issue with sharepoint.

Can someone walk me thru some troubleshooting steps?

9 times out of 10, this is due to a change on the mail server (typically Exchange).  Are you 100% positive nothing has changed with relay settings on the mail server?

I'm sure it isn't the mail server, I send outgoing email thru our incoming spam filter, since all recipients are in our domain. I tested connectivity from the sharepoint server, and was able to send anonymous email to an internal recipient froma command prompt.

Is it just workflow and alerts emails that are failing?  If you add an individual to a SharePoint group, and select to notify them, does the email go out?  

If someone creates a new alert on a list, does the initial email go out?

I went thru the posts that you gave me. thank you, but I still haven't fixed it.

I found out that :
1. Yes I have tested SMTP functionality at the Server Level
2. At the sharepoint level, Sharepoint is not sending Confirmation Emails or Email Alerts.
3.The Timer service is running.

I actually didn't give those links.  

So it's not limited to Alerts, but even confirmations aren't leaving the environment.

You said you've double checked the email server and have even been able to send FROM the sharepoint server.  Great.

How about the Outgoing Email settings in Central Admin?  Have you double checked the global setting, as well as verifying there is no overriding setting on any of the web application settings?

Yes, I can send FROM the Sharepoint server, and the Outgoing Email settings are set up correctly, in the Central Admin and in the web application settings.

I'm currently deep in the Timer Jobs http://sharepointalert.info/2009/11/troubleshooting-sharepoint-alerts-timer-jobs/
But I think I'm just grasping at straws.

Could you run a perform following:

 Open SQL Query Analyzer and connect to the content database of concerned site.
• Run the following query in SQL and copy the result out: Select * from timerlock
If the issue persists, collect the following information:
• Run the following query against the content database of concerned site: Select * from eventcache where EventData is not null
This will show all the subscriptions which have not been processed yet. We can see if there are some alerts which are not processed.
• Run the following query: Select * from eventlog where ListID = ‘xxx’. This would give you the ListID from the EventCache table by running Select * from EventCache and check the documents which correspond to the
concerned listor document library.
• If you cannot find any record in the step 1, please perform the following tests: Get a filemon trace on the Sharepoint server and see if the Timer service picks up the alert template during the whole process.

Select * From Timerlock results in:
1      SERVER14      2012-10-03 16:00:00.033

Select * from eventcache where EventData is not null results in 111 Recent Events. I don't know what that means. Do you want me to send the full text?

124 rows when I query:
Select * from eventlog where ListID = {D4E14CD7-849E-4CEB-AD55-0BBA7794C283}

Again..Do you want me to send the full text?

Here is how I solved the Problem.
 I created a new Server 2003 VM, Installed Sharepoint, Configured it the same way as the old server, and Copied the Site from the old sharepoint server to the new. Email, and Alerts working like a Champ. Thank you all for your help.

I spent a month trying to get my alerts and emails working from Sharepoint to no avail. The only solution ended up being a rebuild from ground up. I do not know why Sharepoint email functionality stopped working.
