Folder stubburnly retains read only property

For a windows 7 computer. 64 bit. Every time we change the property of the folder, removing the read only check mark, we save and then go back to the property sheet, only to find that it is back to read only. How do we remove the read only property once and for all?

    All folders show read only. The files within will only show this if it is set.
