Need help creating a simple vbs that prompts the "expert" to enter computername and then runs msra /offerra in cmd

You didn't mention OS, so I'm not 100% certain this will work, but give it a try:
Dim objShell : Set objShell = CreateObject("Wscript.Shell")
strComputer = InputBox("Enter the computer name to offer remote assistance:")
objShell.Run "msra.exe /offerra " & strComputer
