Red X when trying to view with Crystal Activex Viewer

Someone please help me.  I have racked my brain and just can't get this figured out.  I use the Crystal Activexviewer so that everyone can see reports that I've written in crystal reports.  Everyone works fine except 3 machines.  All are running Windows 7.  2 are 32 bit and 1 is 64 bit.  2 are running IE9.  1 was running IE9 but I took him back to IE8 hoping it would cure the problem.  It didn't.  They are the only ones that can't view my reports.  When they run the report, they get a red x in the IE screen.  I normally can register the 3 viewer dlls and everything works fine but not this time.  Someone please help before I pull my hair out.....

    Did you try to install Crystal runtime on these machines ?

    Is it any user on the machine?

    Is this running a web or client app?

    I just figured it out.  I ran CMD as administrator and it let me register the dlls.
