Web site won't display all items on certain computers

The site is used by our President and on her computer.  When using IE or Chrome the outside border is missing the graphics.  

I figured EE could figure this out rather than me changing many settings.  On my home computer it works fine.

The portion at the top of the attachment is blank on certain computers.

    So, there are two issues?  One is that the boss's computer will not display correctly through either IE or Chrome...the other is that the top portion will not display on some computers.

    What version of IE are the computers using that do not display the top portion? Earlier than 7? The code is written to IE7.  

    As far as the boss's computer, is she using the most current version of Java? I can only get that border to disappear if I disable CSS.  Is that possibly the problem?  Otherwise, it appears to be OK.

    I tried it with IE10, and chrome and firefox every browser looked the same nothing appeared missing.

    On her computer and mine at work the page display all the links and other items but not the background,  I just installed the latest version of Java and that didn't help.  I've tried it on 3 other computer at work 2 Win7 and 1 XP and they all display the background.  
    Her IE is version 9.  She said it worked yesterday, very odd.  The attachment is what I see on her computer and mine.  Where do I check if CSS is enabled?

    The problem turned out to be our Total Defense Cloud service that monitors our web activity was blocking the images.
