keeping components like Edit boxes visible in relation to edge of form even when scrolling up or down

I have an application that shows some maps. some maps are long and the user needs to scroll down to see the bottom part of the map. However, the control button I have at the top of the form scroll upwards and dsiappear when the scrolling is done. I wish to keep the control button visible as if floating in a constant position in relation to the computer screen and not in relation to the scrolling action

... or on panel which is aligned to top and scroll panel is set to client.

To sinsav,

I tried the following
    MyTpoint.x:= 2;
    MyTpoint.Y:= 2;
    Panel1.ScreenToClient(MyTPoint);

It does not work. the whole panel disappears when I scroll the form on wich it is placed.

To Itugay: Good idea to use a separate form, alongside the one that holds the map. But solution may have its own problem of keeping the forms stuck together. Or do u suggest one form on top of another?
