Recently we've had a handful of users who can no longer search Contacts in Outlook 2010. Some have several other users' Shared Contacts. They can browse the data fine, but searching provides no results. We've tried Rebuilding the Index and it worked for a few days and then stopped working again.
We are on Exchange 2010.

Before you did the re-index, do you do a scan for the character length in the file name? Any files over the 255 character limit are known to sometimes cause indexing issues for Outlook / 2K10.
What SP version and rollup of Exchange are you on?

I did not scan for character length. Where would I go to do that?
We are on SP1 Rollup Update 7

If you're experiencing any kind of sporadic issue I would recommend that you go for SP2 (I think they're on Rollup Update 6).

The Indexing looks fine on the Exchange side. Could it be a local Outlook issue? OAB or something?

You could try a delete and re-create of the Outlook forms cache, but I would expect that to be isolated to one user, not still affecting a cluster. I will wrack my brains some more and let you know.
In case someone browses this post in "real" time, I found that Microsoft had an update that kept me from searching shared contacts:
"**Update** It's definitely a Windows/Outlook update that caused this problem. I was able to get the search working again by uninstalling Update for Microsoft Outlook 2010 (KB2956128) installed on 2/12/15. "
The resolutions above did not solve the problem for me and I had a feeling it was an update. Viola.
