I have a lab configured and I am trying to change my quota for mail i can recieve however when i do i get the following error message.

The user has insufficient access rights.

However I have granted inheritable permissions to the user account i am recieving the error for however it hasnt fixed the problem.
Any Ideas?

You have to login with your domain administrative credentials .

Does you account has "Recipient Org admin" rights ?
Is the issue with one user or all ?

The account I am using is the main Domain Admin account.
Have you created mailboxes for all accounts ?
Are you creating the AD and Mailbox from EMC or how ? - You have to create a Account from EMC that will automatically create a AD and Mailbox.

SBS can be a little twitchy about what is done and how.
If you're trying to change your mailbox quota (i.e. the maximum size of your mailbox) do it using the SBS Management Console. Edit the user, and either disable the mailbox quota, or increase it.
Does that work?

All account have been up and running for a couple of years, i have changed the qutas for maximum size recieved before but it willnot let me now.
Under SBS management it only lets me adjust the mailbox size which is not what i am looking to do.
