You may have to provide the drivers for the HD controller (you can usually put them on a USB stick), or check your BIOS settings, if there is an option to for the controller to be set to compatibility mode or IDE mode or something similar, change it to that setting. Then try the startup repair again.

here they got a fix - but i did not try it : http://www.wmpub.com/error1117_errorcode0x45d.php

it is an I/O error :  Error Code 1117
System error code 1117 means "The request could not be performed because of an I/O device error." This error code may also display as "ERROR_IO_DEVICE" or as the value 0x45D.

disconnect all external devices -printers, scanners...
disconnect all extra disk and cd drives
test your disk drive with the disk diag for your disk brand, best download UBCD, make the CD and boot from it - run the diag from HDD section

Running Emsa DiskCheck,

I get a number of:
Warning: Can't get attributes:
Error accessing drive:
Invalid procedure call or argument

Would this indicate a hard drive issue?

>>  a few tools in the diag section, run all of them  <<  NO, only the disk diag for your disk brand; if none is found, run DFT
