change location of documents and settings folder on win 2003 terminal server

I have just added 2 additional terminal servers for our XenApp environment.

I want to keep all servers identical for XenApp to avoid any issues. The current servers all have their "Documents and settings" folders on the D drive instead of the C drive.

I want to relocate Docs & Settings to the D Drive. I know how to relocate docs & settings at a user level, just not sure how to relocate for all users. The new servers are part of the same AD container as the current servers, so it is not set via GP. Must be a local setting.

FYI, its XenApp 5 if this is important.
