Strange iPhone mail

My company uses Google Apps for email, and syncs with Outlook on the desktop.  iPhones also pull mail, using the pseudo exchange email server as instructed by Google.  A number of the iPhones are receiving bursts of multiple emails in their inbox like the example below.  The same mail does NOT appear in Outlook.

Any thoughts?

Phone is IOS 6.  Note the strange date which appears with the message.
That strange date usually indicates that the software is trying to interpret "0" or an empty field as a valid date, where it should be reading a value in unix time (seconds since the epoch, see Unix_time on Wikipedia)

Does restarting Mail (or rebooting) help, at least temporarily?

Rebooting the iPhone has no impact.  I'll try resynchronizing the Outlook data on Monday.
