It seems to me there might be a conflict with anoth
er resident application/service. What I would do in this case is run msconfig, go to service and startup tabs, disable any service or application that does not have Microsoft under Manufacturer column, restart the computer and test the Outlook. If it works fine then follow your judgement about re-enabling services and applications again starting with the ones you trust most. Repeat this until you find out which service or application is causing the conflict. Best of luck

have you installed any 3rd party plugins?
apparently, there is a new version of outlfltr.dll in office SP1. most likely, installing or rollbacking the service pack would do.
you may want to recreate a new profile before you try to play with the service pack just in case
not using outlook at all would obviously be a much simpler option if you don't need MAPI, shared calendars, or shared contacts

if you want to check that third-party plugins are not the problem, you can run outlook in safe mode using something like 'outlook.exe /safe' from the command line. don't forget to make sure existing outlook instances are dead beforehand
If it's a pop account it could be a corrupt PST file. Please run scanpst.exe on the PST file the user uses and see if the crashing issue stops.
