'Could not load a Transcoding Service' ' XERCES Panic Error'

Hi, I am currently receiving the 'Could not load a Transcoding Service' ' XERCES Panic Error' when a user tries to open a program that uses Crystal Run time to run a report. The program is a vsync program named Total Reports. I have played around with permissions for awhile and found that if the user is in the Admin / Power User group they do not receive the error so I know it permission related. I have run RegMon / FileMon and granted permission to the objects that were denied but still receive the error when logged in as a normal user. At the same time of the error I receive an event log ID 560 in the Security Log. I will paste the contents of the Error below.  This is on a Windows Server 2003 SP2.

I cannot grant these users Admin / Power User rights as this is a public company and we have to comply with S.O.X. Audits.

I am facing the xerces Panic Error while launching the UFT. Can you help me to resolve this issue.
I have reinstalled the application, cleared the UFT entries from registry and reinstalled. But still facing the issue. Thanks in advance.
