Windows 2008 foundation file server - does it have to be the dns server? domain server?

I want to get a simple server to use to share files. I know I can probably use windows 7 but would prefer to use 2008 foundation to give a little bit of flexibility. Do I need to make it a domain server or can I use it as a workgroup server? If I use it as a domain server do I need to make it the dns server as with 2003 and older servers? I find a lot of times doing so stinks because if the server is off nobody can get on the internet. I would prefer to keep my router the dns server on the network and/or my isp dns server.
