Password reset and new user login takes a long time

Dear Experts,
Client computers take a long time to reset a password, around 3 minutes, it is unusual.  We have a firewall rule as you can see below, please tell me if I am missing anything.  Even new logon user (new profile) takes same amount of time although user profile size is 900kb.

Any idea why is that?

Try the below steps on the system.
1.Open REGEDIT
2.Navigate to HKEY_LOCAL_MACHINESoftwareMicrosoftWindows NTCurrentVersionWinlogon
3.Create a DWORD (DWORD (32-bit) on x64 OSes) named UserEnvDebugLevel
4.Enter hex value 0×00030002.

I just removed the firewall between the client and server. change password done within 10 second, then it is firewall that block some traffic from client to server.  what could be missing?
