SIM Lock

Switzerland.
I'm having a look at a prepaid smart phone.  In the details it says SIM-Lock.  Looking further into the small print I find the type of SIM-Lock is described as permanent.

Does this mean that the phone will never work with a different SIM card in it ?
The phone offer looks attractive, but the network isn't the same coverage as the big players in the mobile market.

Something I forgot to mention above, if you already have a standard contract (not prepaid) with the same provider, you should be able to use the SIM card of that other contract in the prepaid phone. Orange at least handles it that way in Switzerland, but I'm not sure if the other providers handle this the same way.
