Exchange disconnected mailbox generating NDR?

I have disconnected a mailbox in Exchange 2007. If I send a mail from a user inside Exchange organization, i receive a message like a NDR, but if I send a mail from a user outside Exchange organization I dont receive any messages regarding the status of the mailbox.
Is it the normal behaviour? Can I configure to generate NDR for the users from outside Exchange organization?

Sending an email from outside your Organization or internal would NDR if Exchange doesn't have the email address owned by any mailbox.

Verify if the NDR is received instantly by dropping an email via Microsoft site

Is th eNDR generation enabled for External users ?
Do you have some EDGE server as well ? or Firewall that needs to be updated ?

You'd need to check the setting on Remote domains for "Allow non-delivery reports"
