Item level permissions in a Sharepoint 2010 list

I have the scenario where a user creates a new item in a list. The user should only see his own items. The item then is routed for approval to a manager who should be able to see all items in a list.

My initial idea was to use the item level permission setting on a list an then assign Manage List permission to the Manager group. The only problem with this solution is that when you have the Manage List permission you can delete columns, mess with public views, etc, and I don't want that.

Any other ideas how this can be accomplished?
