Outlook Losing Active Connection to Shared Address Book

We have an Exchange 2003 (SBS 2003) Server.  On it we have a shared address book.
All user's have full access to this.

On each client (Outlook 2010), the Public Folder address book is added as a "Favorite", and then right click->Outlook Address Book-> Show This Folder as an email address book.

Randomly, it seems this link is broken.  If a user goes to send a new message, and browse to the address book, they are missing some of the latest entries.  The address book that appears in the new message view appears to be a cached copy at a previous point in time.  Removing the favorite, changing the shared folder name, and re-linking is the only way we've found to restore the connection.

Anyone have any thoughts?

Is this happening to all users ?
What is that PF and what is its size ?
Have you tried with a new Outlook profile ? Online and Cache mode both ways ?

Thanks for the feedback.  

It happens to all users, but not all at the same time.  

Public folder is less than 20 MB.

New users, that we've setup in the last month have experienced this.

Have not tried turning Cached mode off. Think it would help?
