Sharepoint workflow error

I have created a simple globally reusable workflow attached to a root content type to copy a value from the Person column to a text column.

When trying to execute this workflow it gives me the following errors:
Workflow Cancelled | Workflow [workflow name] was canceled by System Account.
Error | [workflow name] failed to start.

When looking in the logs I found the following:
RunWorkflow: System.ArgumentException: Item does not exist. It may have been deleted by another user.
at Microsoft.SharePoint.SPList.GetItemById(String strId, Int32 id, String strRootFolder, Boolean cacheRowsetAndId, String strViewFields, Boolean bDatesInUtc)

Not sure what it means to have publishing enabled on the item but I don't have SharePoint Server Publishing Infrastructure enabled where the problem exist. Does it matter? The item is checked-in. User running the workflow has full admin rights.
