I'm posting this comment way late but I hope it helps someone. I was having this exact problem and the fix was painfully simple. Make sure that when you install the Novell client on a Windows 7 machine that you RIGHT CLICK on 'setup' and choose 'Run as Administrator'.

I have Netware client for win7 terminals running with two 6.5 sp8 servers under one tree. When we boot the client terminals and attempt to login , We get a message that tree cannot be found.<br />
After 2-5 attempts, the tree will be found using the advanced Login Dialog screen Tree,Context,Server search buttons......once it sees the tree, login works fine..<br />

Note 1 :if we logout to login Novell screen only, &nbsp;the Tree has no problem being seen ....re login under any user then happens very fast....<br />

Note 2 : I have XP Terminals running as well and their client has no trouble seeing the Tree.<br />

This problem only occurs when the terminal is cold or warm booted.<br />

Any Ideas why client win 7 has this problem on start up?
