Rule not working automatically

Rule is not working automatically, only works if manually ran.
I have 4 users that were upgraded from Win XP to Win7.  The rule worked fine in XP -Outlook 2010, but not in Win 7 Outlook 2010.

What I have done
•      Removed 'stop processing more rules' from the Rule.
•      Created new outlook profile
•      Ran Outlook /cleanviews
•      Ran Outlook /cleanrules
•      Renamed the .SRS file to old and relaunched Outlook  (http://www.msoutlook.info/question/133)
•      Verified the Active Add-ins. Client only had the Email Indexer disabled.
•      Unchecked Cached Mode

This is the Rule
Apply this rule after the message arrives WHERE MY NAME IS IN THE CC BOX
        and FROM SABO, PAM
        and ON THIS COMPUTER ONLY
move it to the PAM SABO folder*
except sent to CS-CS (INDY OR CS-CS-MEDISPAN)

*the email is being moved from her Inbox into a 2nd internal mailbox under the Sent folder called Pam Sabo.

I think I understood you correctly...

The 2nd mailbox is already setup as an Outlook Profile and a additional mailbox within her profile.  If i remove the additional mailbox from her profile, then the Rule will not see the mailbox to move the emails too.

It is confusing, but the user is emailing the 2nd mailbox and cc'ing herself.  When the email arrives in her own inbox, she wants it automatically to go into the 2nd mailbox Subfolder.
"The 2nd mailbox is already setup as an Outlook Profile and a additional mailbox within her profile.  If i remove the additional mailbox from her profile, then the Rule will not see the mailbox to move the emails too"

Correct.

However, once you remove it, you will be re-adding it again, as above, but in a different way
The way above will add it just as it was before, but as a fully functinal exchange mailbox

This should give the user more flexability on how they use their mailboxes

What is the significance of "on this computer only"? If you remove that, does the rule work?
