Validate full propagation for Redirect Rule MS Exchange Online

We are having some problems with redirect rules continuing to exist even after they have been removed via the Windows Powershell. MS Support states that the reason is due to the time it takes the change to propagate the servers. However, we're now looking at hours and not minutes, so I'm suspicious that there might be another problem. I've already validated that the specific rule has been deleted through Powershell and the Exchange Mail Control. But as mentioned, the redirect is still occurring, now close to 2 hours after the deletion of the rule.

Is there anyway to validate propagation of this change? (Don't need commands to see the rule in Powershell - already have those) We need to validate the the rule indeed should be redirecting email or not.
