What account being used to access Access Db in Different Web

Hello,

I have a grid that has all the code on the aspx page for selecting and retrieiving data.  The data is in a different pool and different web.

I'm connecting to it but this error comes up.
"The Microsoft Jet database engine cannot open the file '".  It is already opened exclusively by another user, or you need permission to view its data. "

It's not open, I can view the file and there's no lock on it.  So it has to be permissions.  The App_Data folder has Read, Write, Modify permissions for IIS_IUSRS.

So what user is coming in on this?  Plain old IUSRS?

Access 2010 db, ASP.Net 4.0, VB
Connection:
 <asp:SqlDataSource ID="SqlDataSource1" runat="server"
                ConnectionString="<%$ ConnectionStrings:EmployeeConnectionStringSQL %>"
                ProviderName="<%$ ConnectionStrings:EmployeeConnectionStringSQL.ProviderName %>"
SelectCommand="SELECT [Empid], [Employeenumber], (Lname + ', ' + FName) AS FullName, [Promotions], [Transfers],
                [ChangeDate], [ChangeFrom], [ChangeTo]
                FROM [employees]
                WHERE ((LName LIKE @tbEmployee) AND (ISNULL(Terminated)))"
                UpdateCommand="UPDATE [employees] SET [Fname] = ?, [Lname] = ?, [Transfers] = ?, [Promotions] = ?, [ChangeDate] = ?, [ChangeFrom] = ?, [ChangeTo] = ?, [Terminated] = ? WHERE [Empid] = ?">

Let's take it one step at a time.
What if you comment out everything except your connection string and run page?
I've never used a connection string like that with Access in an ASP web app...

set fso = CreateObject("ADODB.Connection")
fso.Open "Provider=Microsoft.Jet.OLEDB.4.0; Data Source=" & Server.MapPath("../../../Path_to_DB.mdb") & ";Persist Security Info=False;"

There is an explaination but not sure what it is.  Recreating the project seemed to fix something somewhere.
