Best way to separate VM's to their own host

Hi there,

We have a VMWare cluster with 3 hosts, all running 5.0.  Within our cluster we have a vAPP that has 3 different Exchange machines running in it.  Our DRS level is set to partially automated.  

I want to be able to keep each Exchange VM separate and ‘pinned’ to a particular host, like so:  
Host1 - Exchange VM 1
Host2 - Exchange VM 2
Host3 - Exchange VM 3

I know that since DRS is set to partially automated it won’t do anything without us telling it to, but I’d still like to be able to be certain that this can’t be done by someone else.  We may also end up setting DRS to fully automated in the future and I want to be sure that it can't happen then either.  

I set up a cluster rule telling DRS to keep these 3 machines separate, but I was still able to manually migrate Exchange VM 3 to Host1 without any errors. Not sure why that isn't working, vAPP perhaps?

What’s the best, most efficient way to set this up so I can be sure that each Exchange VM stays on its own host?
