Veeam One Reporter Oversided VM reclaim Memory

I just recently got into using Veeam and in looking at the Veeam One reporter on oversided VMs I have several that recommend lowering memory allocations.  If I set memory in a VM machine > Edit Settings to 8GB and average reported is 1.28 and peak is 2.09 Veeam recommends allocating 2.7 GB Ram to reclaim 6GB.  Is 6GB really reclaimed I thought if a VM wasn't using everything it was available to other VMs?

Yes, if the Hypervisor, requires memory, it inflates the balloon driver using the driver available in VMware Tools, to "borrow" memory from Virtual Machines.

But you should be proactive, and reduce memory in VMs, if it's not in use.

Ok ballooning I know is bad, but what what does it by you outside of having available memory not assigned?
