Why is a client not able to connect to the terminal server using a Remote App RDP file?

A couple of years ago, I set up TS Gateway and a remote app RDP file that allows users to connect to MS Access on our Server. We have about 40 users.  There is one user who is unable to connect to the gateway.  When he double clicks on the RDP file on his desktop, instead of getting the  window asking for  login credentials to allow connection to the remote gateway ("enter your credentials for ... These credentials will all you to connect to  the remote computer"), he gets the remote desktop window asking for IP address, etc.  He is using Windows XP SP3 so should be compatible with remote desktop.

Any ideas why the wrong window is coming up when he double clicks on the RDP file on his desktop? Thanks

He is checking to see if his University blocks RDP outside the local network.
I've requested that this question be deleted for the following reason:

Not enough information to confirm an answer.
Thats the reason why its not working....the author has not gotten back to us.
