Windows 8 GPEdit missing

TItle says it all. I have Googled it a million times. All the hits say gpedit.msc is still there but I sure can't find it. Anyone know where it went or how to edit the Local COmputer Policy in Windows 8?

I am sure it isn't Professional. All System says is Windows 8. If it isn't Progessional how do you edit the Local COmputer Policy? I need to change the use of blank passwords...
In other versions, registry edits are used instead.

Or you can do an Anytime Upgrade to Pro for $70:

Anytime Upgrade simply changes/unlocks the OS that is installed and does NOT affect any settings, programs, or data.
