Outlook error : helo command rejected ...

Hello,
I get this error message when sending an email from my Outlook client, installed and working fine since years.
"Server error : '554 5.5.2 <Charlotte>: Helo command rejected: need fully-qualified hostname'"

In fact this error is coming in an email sent by "system administrator".
The subject is (I translate french) "not delivered : subject"
The content is more of less this :
Some destinator or all destinator did not receive your message
Subject  ...
Date ...
Impossible to contacte the following destinators :
...email-adress on date ..time
"Server error : '554 5.5.2 <Charlotte>: Helo command rejected: need fully-qualified hostname'"

It does not look to be permanent : it was the case yesterday.
This morning (after restarting my PC), sending worked for around one or two hours, but now again that message

If the solution from above forum post didn't resolve the issue then please provide following details..

Which account you have configured in Outlook? Exchange/POP/IMAP.
Do you have more than one accounts configured in Outlook?
What is the version of Outlook and Exchange Server?

Hello,
It is a pop connection
Only one account
No exchange server, accessing the ISP server out.base.be
