Outlook/Word could not create the work file. Check the temp environment

I have an issue with a computer (Windows 7 and Office 2013) that has been problematic for 6 months. I have done everything that several blog posts suggest but am still unable to solve my issue.

The problem is that when I'm in outlook and I open emails, I get an error "Outlook could not create the work file. Check the temp environment". Microsoft word has a similar error except it says "Word cannot....

It has been suggested (and I've done this) that in the registry:

HKEY_CURRENT_USER\Software\Microsoft\Windows\Current Version\Explorer\User Shell Folders\Cache

the data value for Cache is:  %USERPROFILE%\AppData\Local\Microsoft\Windows\Temporary Internet Files

To temporarily solve my issue, I clear my cache and log out, log back in, outlook works fine for about 5 minutes. I have been unable to identify or single out what is causing this error.

Any help would be really appreciated.

Is this a domain or workgroup computer. Did you run this program with local admin
rights the first time you opened the program.

This is a stand alone pc not part of a domain. I don't think I put it on a workgroup either.

Go to that folder and open the security tab and take ownership of that folder and give yourself full permissions

I can't actually see the temporary Internet file folder. I have already set the control Panel to show all hidden files but it atill doesn't show it. I double checked on another pc and it also didn't show that folder so I assume its normal.

I have discovered that I can reproduce this problem by: logging in, open either Internet explorer or Firefox and then exit the IE or firefox.Then Microsoft outlook will show the error. I noticed that the temporary Internet files folder files all get deleatef when I exit IE.
To solve the issue, I log out and log back in and outlook works fine. I also see that the 10 or so files in temporary folder are back again only to be erased the next time I open/close a browser.

I have unchecked the option delete temp files when exiting.
Could it be that the location has been changed and is not correct.

Use regedit and check the key
Key: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
Value name: Cache
Value type: REG_EXPAND_SZ

By default the Value should point to;

     Windows Vista and Windows 7
    %USERPROFILE%\AppData\Local\Microsoft\Windows\Temporary Internet Files
