Windows 7 Home Premium 64-bit is getting iertutil.dll missing message

I have a Windows 7 Home Premium laptop that gets the following message when it starts up for every program that tries to load and then for every program I try to run when everything is up and running:

The program can't start because iertutil.dll is missing from your computer. Try reinstalling the program to fix this problem.

It is in the System32 folder, but not in the SysWOW64 folder. I can only imagine this is the cause of it, but when I look on a Windows 7 Pro computer, the iertutil.dll file is different in size within the 2 folders.

Is there any way to fix this? Any idea how it might just disappear?

do a system restore to the period before you get this error, this is most likely because you installed a pregram the replaced the file.

below are many steps you can do, but most important is that don't download the dll file from the internet and replace the current one.
