SQL Server column names can be up to 128 characters

Is there a configuration in SQL Server to restrict the identifier length to something other than the default?

Is there a configuration in Oracle Server to increase the identifier length to something other than the default?

I want the column length limited to 3o characters only. Every time when a table created with a field length > 30 characters, the trigger will be fired to alert the DDL execution and terminate the table creation or added field..

It looks like EVENTDATA() cannot be serving this purpose.
