Emails to smartphones-must Outlook be open on workstations?

Hello,  We are running Server and Exchange 2003 with Windows 7 Pro and Outlook 2010 workstations.  My question is:  for the smartphones to be able to see their emails, the workstations' Outlook program has to be open.  Is this the case elsewhere, or do I have something in the configuration incorrect?

Outlook should not have to be open for the smartphones to receive emails.

With Blackberry Desktop Software, this could be a possibility if you didn't have your Blackberry set up to use BES or BIS.  Unfortunately a Blackberry can't use ActiveSync.

I will make those registry changes to enable Pro Active Scanning and Background scanning on the mailbox server and have the users try this.  Will get back to you if this corrected the issue.

Well.. the exchange server is dying (hardware wise) and will be replaced within weeks.  the above issue, I think, is tied to the fact that the Outlook 2003 is the piece that goes out to the webmail to retrieve messages rather than Exchange 2003.  When I installed this 6 years ago, that seemed to be what was desired.  will now replace with Exchange 2012.  This should be the tool that retrieves the webmail, as well as running the interoffice mail...right?  Is there a source that you can direct me to for excellent, simple, instructions as to this setup?  thanks
